Reverse Chalan

Today I was held up by a traffic police officer in Hinjewadi for driving on the wrong sideof tge road. If you haven't heard about hinjewadi, let me tell you, it is one of the IT parks of Pune with terrible traffic conditions. So, I start negotiating with this officer. I said, "warning deke chod do, fine kyu le rahe ho ( give me a warning and let me go, why are you charging me fine)". He said, fine is to make sure you don't do it again. I paid the fine and left.

Almost everyday you will get stuck in traffic if your office is in hinjewadi, irrespective of where do you live. So after paying the fine for driving on the wrong side to avoid traffic, when I was stuck in traffic for around 30 mins, I thought why can't I charge a fine for this traffic jam to some government body like The RTO or PWD or Municipal Corporation. Yes, there are alot of people travelling which mostly causes the traffic, but even the authorities have failed miserably in planning. Narrow roads, multiple junctions, big circles at junctions, unneeded speed breakers, office entrances on main roads, etc etc..

For every mistake that is done we are held accountable by government or other authorities. Like electricity bill not paid on time, pay fine. Built a foot more than sanctioned plan, pay fine. But, in reverse case, all we get is a sorry. Not monetary accountability attached to mistakes of govt or authorities. So here is my concept. Reverse Chalan. Its a very feasible concept. Nothing that can't be done.

Whenever you feel that government or authorities have not done their job, you can initiate a reverse chalan with the details of your problem. The reverse chalan will be approved by a set of civilians and independent authorities on a common open transparent platform. Once approved, the amount of fine will be charged to the respective department of government or authority. The amount can reach the initiator in two ways-

1. If the problem is caused on a personal level then directly to his account.(Linked with aadhar)
2. If the problem affected a mass population, the amount charged will be deposited into a public fund. The fund accumulated over the year will be declared in annual budget and dispersed to every tax payer like dividends given by corporates.

This will create a monetary accountability over government and authorities to perform at par all times, while giving us a measure to monitor performance of each department on relative basis.
